PROBLEM TO BE SOLVED: To suppress the vibration of a quantization parameter, and to reduce the flicker of quantization noise.SOLUTION: In a control method of an encoding device for controlling a code amount, a first quantization parameter is acquired as a quantization parameter to be used at the time of quantizing a frame to be encoded, then an evaluation value is calculated from a previously set code amount and a really encoded code amount of the frame, then the acquired first quantization parameter is set as the quantization parameter to be used at the time of quantizing the frame to be encoded when the evaluation value is within a predetermined range. |
