PROBLEM TO BE SOLVED: To reduce power consumption and stabilize operations in a driving circuit configuration using only transistors of the same polarity in a flat panel display device.SOLUTION: A switch for switching between a standby state and a non-standby state and a standby state determination means are provided in each stage of shift registers to reduce the power consumption. Furthermore, a clock signal of which the duty cycle is asymmetric is used to operate the shift registers, so that data are surely transferred.
