PROBLEM TO BE SOLVED: To control the operation of a movable body according to the difficulty of behavior prediction of an individual target.SOLUTION: The control device 100 includes: a control part 114 for controlling the behavior of the movable body based on a predetermined control parameter; a storing part 104 for storing the feature information of the target in association with the risk information on the target; a recognition part 102 for recognizing the feature information on the target; a detection part 108 for detecting a distance between the target recognized by the recognition part 102 and the movable body; and a decision part 112 for deciding the control parameter based on both a detection result by the detection part 108 and the risk information corresponding to the feature information of the target.
