PROBLEM TO BE SOLVED: To provide a hard coat film, for transparent conducting touch panel with excellent stainproofness, which can inhibit generation of a Newton ring, as well as a touch panel.SOLUTION: The hard coat film includes hard coat layers 2 and 3 laminated on the first surface and the second surface of a film base material 1 respectively, the face of the film base material 1 being given as a first surface and the back of the film base material 1 as a second surface. The hard coat layer 2 of the first surface contains resin particles and the hard coat layer 3 of the second surface does not contain the resin particle. The hard coat layer 2 of the first surface contains 0.01 to 10 wt.% of fluorine-based surface-active agent. The fluorine-based surface-active agent is a crosslinked fluorine-based surfactant, and a hard coating agent for forming the hard coat layers 2 and 3 contains a monomer or an oligomer composed mainly of acrylate, a photopolymerization initiator and an ultraviolet absorber. |
