An image predictive encoding device able to encode an image efficiently by reducing prediction errors in target blocks while limiting the increase of the amount of predictive information. The image predictive encoding device judges whether predictive information from a neighboring region can be used to generate a prediction signal at a partial region of the target region. When usable, said device determines the region width for that partial region in which the predictive information of the neighboring region is used to generate a prediction signal. The prediction signal of the target region is generated from an existing reproduction signal, based on the predictive information of the target region, the predictive information of the neighboring region, and the region width of said region. The predictive information, the information for identifying the region width, and the residual signal between the prediction signal and the image signal of the target region are encoded.
