PROBLEM TO BE SOLVED: To provide: a battery capacity estimating device capable of accurately estimating a battery capacity consumed in a moving route; a method thereof; and a program.SOLUTION: The battery capacity estimating device includes: a storage means for storing map information; a safety factor setting means for setting a safety factor to the map information based on the degree of congestion indicating the degree of congestion of obstacles in the map information; a moving route calculating means for calculating the moving route to an object position from a current position in the map information stored in the storage means; and a capacity estimating means for estimating the battery capacity consumed in the moving route based on the moving route calculated by the moving route calculating means, and the safety factor of the map information set by the safety factor setting means.
