摘要 <p>This invention relates to an encoding apparatus, an encoding method, a program, a decoding apparatus and a decoding method that can reduce the delay time caused by a band extension during a decoding process and that can suppress the increase of the resources on the decoding side. A higher frequency component generating unit (73) uses a lower frequency spectrum (SP-L) and a higher frequency envelope (ENV-H) to generate a pseudo higher frequency spectrum. A phase randomizing unit (74) randomizes, based on a random flag (RND), the phase of the pseudo higher frequency spectrum. An inverse MDCT unit (75) uses a lower frequency envelope (ENV-L) to denormalize the lower frequency spectrum (SP-L), and combines the pseudo higher frequency spectrum, which is supplied from the phase randomizing unit (74), with the lower frequency spectrum (SP-L) as denormalized. The combination result is used as the spectrum of the whole band. This invention is applicable to, for example, a decoding apparatus used for a band extension decoding.</p>
