PROBLEM TO BE SOLVED: To provide a device and method for discriminating movement which detect the movement of an object in real time and with high accuracy.SOLUTION: The device for discriminating movement includes: first detecting means for outputting an analog value varying with an object movement in each of a plurality of first detecting areas; second detecting means for outputting an analog value varying with an object operation in a second detecting area; data processing means for processing the analog value output from the first detecting means to quantized time-series data; and movement discriminating means for outputting the discrimination result of discriminating the movement using a first movement discriminating model for discriminating the type of the object movement based on the time-series data and a second movement discriminating model for discriminating the presence/absence of an object based on the analog value output from the second detecting means. The first movement discriminating model is a neural network which takes the time-series data as input to an input node and takes the type of movement as output from an output node.
