PROBLEM TO BE SOLVED: To exactly estimate an internal state of a battery.SOLUTION: The apparatus and method for estimating battery internal state includes measurement means (I/F10d) of measuring an impedance value of a battery at a predetermined period, storage means (RAM 10c) of storing an impedance value measured by measurement means, determination means (CPU 10a) of determining whether or not a difference value between an impedance value pair as a set of impedance values measured at some time interval is larger than a predetermined threshold value, exception means (CPU 10a) of excepting impedance values commonly included in the impedance value pair as the one including a measurement error when a plurality of impedance value pairs in which the determination means determines the difference value to be larger than the predetermined threshold value exist, and estimation means (CPU 10a) of estimating an internal state of the battery based on an impedance value not excepted by the exception means.
