PROBLEM TO BE SOLVED: To provide: a parallax barrier capable of eliminating a difference in visibility of a stereoscopic image due to a physique difference, and an image display device; a method for manufacturing the parallax barrier; and a method for manufacturing a photomask.SOLUTION: A step barrier 4 is used by being combined with a display unit for displaying an image for a left eye and an image for a right eye, and separates the image for a left eye and the image for a right eye displayed on the display unit. Apertures 43 making light pass and light-shielding parts 42 intercepting the light are alternately provided in a row direction and a column direction on the step barrier 4. The aperture 43 is set so that a pitch on a virtual line A along the row direction is made smaller and smaller toward a lower end 434 from an upper end 433 of the aperture 43 in the column direction.
