A radio base station (100) executes a hybrid automatic repeat request including an automatic repeat request to request a source of a signal sequence (B1) transmitted via E-DPDCH to retransmit the signal sequence (B1) and combining process of the signal sequence (B1) received a plurality of times as a consequence of the retransmission. The radio base station (100) includes: a E-DPDCH despreading unit (113) configured to execute despreading process of the signal sequence (B1) received via the E-DPDCH; a HARQ buffer (121) configured to store the signal sequence (B1) outputted from the E-DPDCH despreading unit (113); and a HARQ control unit (123) configured to execute the combining process by using the signal sequence (B1) stored in the HARQ buffer (121).
