PROBLEM TO BE SOLVED: To provide a semicarbazide composition that gives a coating film excellent in coating film strengths, water resistance, stain resistance and alkali yellowing resistance, and coating composition using the same. SOLUTION: The semicarbazide composition is obtained by causing hydrazine to react with a polyisocyanate bearing an allophanate group obtained by an allophanating reaction after or at the same time with a urethanization reaction of a monoalcohol with a diisocyanate.
