PROBLEM TO BE SOLVED: To provide a communication control device which dynamically adjusts the load applied to a CPU processing reception data in accordance with the number of pieces of reception data, and to provide an image forming apparatus and a program.SOLUTION: A communication control part (7) includes: a sampling timer (25) for calculating the number of pieces of reception data at intervals of a fixed period; and a LUT input control part (26) which includes table information, wherein a threshold used for determining whether to discard reception data is reduced as the number of pieces of reception data increases, and determines a threshold in accordance with a calculated value by the sampling timer (25) and the table information.
