PROBLEM TO BE SOLVED: To reduce a transmitting charge even in the case that data quantity of electronic data is small and there are many pieces of the electronic data.SOLUTION: A data transmitter 10 is provided with: a data segmentation means 103 for segmenting the electronic data from a data accumulation means 101; a data cache 107 which stores a plurality of pieces of segmented data; a transmission time estimation means 105 for estimating transmission time on the basis of the total data quantity of the data accumulated in the data cache 107; a determination transmission starting determination means 110 for determining starting of transmission when the estimated transmission time reaches base unit time of time meter-rate system charging; and a communication control means 109 for transmitting the data on the basis of determination of the determination transmission starting determination means 110.
