PROBLEM TO BE SOLVED: To provide a base material with a transparent conductive film capable of preventing occurrence of a problem due to surface smoothness and enhancing conductivity even without increasing a content of metal nanowire.SOLUTION: The base material with a transparent conductive film in which a transparent conductive film 4 made of a transparent coating 3 including metal nanowires 2 is arranged on a transparent base material 1 has an intermediate layer 5 made of a transparent resin 6 formed between the transparent base material 1 and the transparent conductive film 4, and the surface of the transparent conductive film 4 is formed to be a smoothed surface having a surface roughness Ra of 10 nm or less. The surface of the transparent conductive film 4 is formed to be a smoothed surface by pressing and moreover the transparent resin 6 forming the intermediate layer 5 is a resin exhibiting a plasticity when the surface of the transparent conductive film 4 is pressed.
