PROBLEM TO BE SOLVED: To prohibit intentional opening of a shutter at a charging part during operation in a switchgear, while bus-line charging is performed, to allow operation by opening the shutter during outage of bus-line, and to allow pushing in of a breaker, even during bus-line charging.SOLUTION: The shutter opening and closing controller of a switchgear includes an electric lock 35 capable of regulating movement of a shutter 20 in opening direction while the shutter 20 closes the front of a disconnector, a bus-line charge/outage determination circuit 50 which determines charge/outage state of a bus-line, and a release switch 37 arranged on a moving locus of the breaker or its vicinity. When a charging state is confirmed by the bus-line charge/outage determination circuit 50 while the release switch 37 is locked, the electric lock 35 is closed, to regulate movement of the shutter 20 in opening direction; and when an outage state is confirmed by the bus-line charge/outage determination circuit 50 or the release switch 37 is opened, the electric lock 35 is released to allow movement of the shutter 20 in opening direction. |
