摘要 PROBLEM TO BE SOLVED: To control appropriately the amount of stored power of a secondary battery device used for demand and supply control in a power system.SOLUTION: An SOC (storage amount of charge) understanding unit 61 captures an SOC value output from the secondary battery device 5 to understand a present SOC value. A control mode determination unit 62 determines whether the secondary battery device 5 should be operated in an SOC maintaining mode for maintaining the SOC to a suitable value, or the secondary battery device 5 should be operated in a general normal mode, on the basis of the present SOC value understood by the SOC understanding unit 61. A charging and discharging efficiency values setting unit 63 sets up a charge efficiency value and a discharge efficiency value of the secondary battery device 5. An output command value generating unit 64 for the SOC maintaining mode generates a value obtained by correcting an output command value generated by a demand and supply control apparatus 7 by using the charge efficiency value or the discharge efficiency value set up by the charging and discharging efficiency values setting unit 63, as an output command value for the SOC maintaining mode. An output switching unit 65 switches the output command value, so that the output command value generated by the output command value generating unit 64 for the SOC mode is transmitted to the secondary battery device 5.
