PROBLEM TO BE SOLVED: To improve the accuracy of diagnosis by generating an estimated spectral image having the same color tone even from image information captured with different illumination light.SOLUTION: In generating estimated spectral images of a first endoscopic observation image and a second endoscopic observation image respectively, an estimated spectral image generator 69 generates a first estimated spectral image according to a prescribed wavelength set for the first endoscopic observation image; and as for the second endoscopic observation image, a wavelength set setting tool sets an approximate wavelength set for approximately generating a spectrum of illumination light from a first light source and the estimated spectral image generator 69 generates a second estimated spectral image for the second endoscopic observation image according to the set approximate wavelength set.
