摘要 PROBLEM TO BE SOLVED: To improve accuracy and efficiency of intra prediction.SOLUTION: An image processing apparatus is configured as follows. A predictive-residual-error generator 3 generates a predictive residual error between an image of an encoding target block and a predicted image of the encoding target block. A weighting unit 4 executes weighting by multiplying pixel values of pixels utilized for generating a predicted image of another encoding target block, of a plurality of pixels included in the predictive residual error by a constant greater than 1. Inverse orthogonal transformation data are generated by executing orthogonal transformation, quantization, inverse quantization, and inverse orthogonal transformation to the weighted predictive residual error. A predictive-residual-error regenerator 9 regenerates a predictive residual error by subtracting pixel values of pixels utilized for generating the predicted image of the another encoding target block, of a plurality of pixels included in the inverse orthogonal transformation data, by a constant greater than 1. A decoded-image generator 10 generates a decoded image on the basis of the regenerated predictive residual error and the predicted image.
