PROBLEM TO BE SOLVED: To sufficiently decrease an EMI which can generate in a transmission line between a driving control circuit and a driving circuit in a display panel simply by adding a low scale circuit without the need of additionally mounting a line memory part on a transmitting side and a receiving side.SOLUTION: The driving control circuit (controller) 10 includes: a control signal generation part 11 generating a data sequence control signal in which a logical state is changed in a pseudo-random manner; a parallel-serial conversion part 12 carrying out serializing treatment in which parallel image data is serialized and converted into serial image data, and at the same time, by the logical state indicated by the data sequence control signal, carrying out sequence changing treatment to change a data sequence for the serial image data on which the serializing treatment has been given or for the parallel image data before the serializing treatment is given; and a transmission part transmitting the serial image data on which both the serializing treatment and the sequence changing treatment have been given to the driving circuit (column driver 21) together with the data sequence control signal.
