The base station is further provided with a difference information creation unit for creating difference information, which is difference information between the setting information included in the component carrier set being used, specifically, between the setting information of the first component carrier and the setting information of the second component carrier, which acts as a reference. Thus, it is possible to minimize the amount of signaling relating to the settings of component carriers in a carrier aggregation.
