Disclosed is an integrated coal gasification combined cycle power generation plant, wherein combustion gas is combusted by a combustor (17) after being gasified in a gasification furnace (9) to which coal is led. The exhaust, emitted by a gas turbine (16) that is provided with the combustor (17), causes an exhaust heat recovery boiler (23) to produce steam. The steam produced in the exhaust heat recovery boiler (23) is led to a steam turbine (25). Then, a generator (21) is driven by the steam turbine (25) and the gas turbine (16), and generates power. A portion of the exhaust gas emitted from the gas turbine (16) is led to a carbon dioxide recovery device (13), and carbon dioxide is recovered. Coal is conveyed to the gasification furnace by the carbon dioxide.
