A mobile terminal receives handover commands which include information indicating whether the handover is mobility triggered (i.e. as a result of movement of the mobile terminal). The mobile terminal determines a measure of mobility (speed) based upon the number of mobility triggered handovers that occur within a defined period of time. The measure of mobility is used to determine a time to trigger the sending of a measurement report of neighbouring base station parameters. By excluding non-mobility triggered handovers (such as load balancing handovers) from the determination, a more accurate measure of mobility is achieved. Thus the interval between measurement reports more accurately reflects the speed of the mobile terminal
