<P>PROBLEM TO BE SOLVED: To provide an envelope generating device for generating a natural envelope waveform according to a request. <P>SOLUTION: In this envelope generating device, at least a target value corresponding to the first stage, of target values of respective stages set by a target value setting means in order to generate an envelope waveform, is set at a value determined based on the value of a predetermined time in the generated envelope waveform. Since the target value can be determined based on the value of the predetermined time in the envelope waveform, sound volume can be prevented from increasing temporarily according to the input timing of a silencing command when the envelope waveform of the sound volume where release part has a multistage shape is generated, for example.
