PROBLEM TO BE SOLVED: To provide a cleaning device capable of suppressing uneven abrasion of a recovery member and a scratching member, and an image forming apparatus. SOLUTION: When a reverse charge toner recovery roller 105 rotates, a cam plate 116 attached to the shaft of the reverse charge toner recovery roller 105 rotates, and scratching blades 103, 106, and 109 reciprocate in the axial direction of recovery rollers 102, 105, and 108. This changes the places of the scratching blades which side into contact with the surfaces of the recovery rollers in the axial direction. Thus, parts of the recovery rollers having high circumferential average hardness are prevented from always sliding into contact with soft parts of the scratching blades, and parts of the recovery rollers having low circumferential average hardness are prevented from always sliding into contact with hard parts of the scratching parts.
