PROBLEM TO BE SOLVED: To provide a method of manufacturing a paper-made brush and a paper-made brush, in which a paper-made brush bristle is manufactured by rolling a paper sheet, and then, twisting and twining it, and the paper-made brush bristle is attached to a deck and a channel or the like. SOLUTION: The method includes a step for manufacturing a bar-shaped body by rolling a thin paper sheet, a step for twisting the bar-shaped body obtained by rolling the thin paper sheet, a step for twining the twisted bar-shaped body, a step for making a paper-made brush bristle by gathering one or a plurality of twined bar-shaped bodies, and a brush manufacturing step for planting the paper-made brush bristle in a planted member. The twisted paper-made bar-shaped body has unique softness generated from the kind of paper by twining, a friction force generated from twisting and twining of the paper, and unique strength thereby, and the paper-made brush brittle excellent in stiffness and softness is made.
