PROBLEM TO BE SOLVED: To achieve a plasma display panel which has high-definition display performance at high luminance and is of low power consumption. SOLUTION: In a protective layer 9, a base film 91 is formed on a dielectric layer 8, and condensed particles 92, in which a plurality of crystal particles 92a of magnesium oxide are condensed on the base film 91, are formed by sticking to the base film 91. The base film 91 is formed with a metal oxide made from at least two or more of oxides selected from the magnesium oxide, calcium oxide, strontium oxide, and barium oxide. The metal oxide has a peak generated from a simple substance of oxide constituting metal oxide in a specific directional plane and existing between the minimum diffraction angle and the maximum diffraction angle, under X-ray diffraction analysis of a base film 91 plane. A scanning electrode and a sustain electrode have first sections faced with each other through a discharge gap, second sections arranged in parallel by spacing from the first sections, and third sections connecting between the first sections and the second sections and arranged on respective discharge cells.
