PROBLEM TO BE SOLVED: To provide an electrochromic display device, capable of suppressing movement of a charge held in an electrochromic layer to an adjacent pattern via a display electrode, by only patterning of one electrode, and to provide a method of manufacturing the same. SOLUTION: The electrochromic display device includes: a display substrate with a display electrode; a barrier layer provided in contact with the display electrode; the electrochromic layer provided in contact with the barrier layer; and a counter substrate with a counter electrode. The display substrate with the display electrode, the barrier layer and the electrochromic layer is arranged oppositely to the counter substrate with the counter electrode, while sandwiching an electrolyte.
