摘要 <P>PROBLEM TO BE SOLVED: To measure a motion vector with high accuracy by using low computational complexity. <P>SOLUTION: A motion vector distribution calculation unit 41 calculates a motion vector distribution in a motion vector detection space defined by the predetermined number of pixels by calculating, for a target pixel to be subjected to motion vector measurement on a target frame, a score representing a correlation between the target pixel and a corresponding pixel, which corresponds to the target pixel, of a past frame while shifting the past frame to the target frame by predetermined pixels. A motion vector detection unit 43 detects a motion vector in the target pixel based on differences between a score for the motion vector distribution in the central position of the motion vector detection space and scores in positions other than the central position.
