<P>PROBLEM TO BE SOLVED: To diagnose a fuel cell system based on impedance measurement of a fuel cell without the need of a battery or the like and without being affected by load change. <P>SOLUTION: In carrying out diagnosis of a household fuel cell system, an excess power heater inside the system is forcibly operated to set so as to consume a current extracted from the fuel cell (S3). While the current extracted from the fuel cell is set at a given rated current, the current is given an amplitude of a given frequency, and by measuring changes of output voltage of the fuel cell at that time, impedances of the fuel cell are calculated (S4).
