<p><P>PROBLEM TO BE SOLVED: To accurately detect a motion vector, even if objects varying in moving speed are included in a frame. <P>SOLUTION: The motion vector in a target pixel position on a target frame Frt is measured based on the target frame Frt in a plurality of consecutive frames and a past frame Frt-i separated by a predetermined frame interval from the target frame. In this process, an interval parameter setting part 4 sets an interval parameter representing an interval between the target frame Frt and the past frame Frt-i in measurement of the motion vector for each area or each pixel on the target frame Frt. Specifically, the interval parameter is set so that the frame interval is narrower in the area/pixel corresponding to an object moving at a higher speed.
