The method comprises applying a functional layer (14) on an electrically conductive support material (10) by spraying, rolling or pressing, and supplying an electric field such as direct current to the functional layer. The step of supplying the electric field to the function layer comprises applying a voltage (1 kV) between the electrically conductive support material and a counter electrode. The functional layer comprises a catalytic active material, and a hydrophobic material. The catalytic active material comprises metals, metal alloys and/or metal oxides.
