<P>PROBLEM TO BE SOLVED: To provide a substrate mounting a light-emitting element including a reflection layer, where light reflectance is high and deterioration in the reflectance caused by corrosion is small, and having improved light extracting efficiency, and also to provide a light-emitting device using the substrate. <P>SOLUTION: The substrate mounting a light-emitting element has: a substrate body including a mounting surface onto which a light-emitting element is mounted; the reflection layer that is formed in one portion on the mounting surface of the substrate body, and includes silver reflecting light emitted from the light-emitting element; and a vitreous insulating layer formed on the reflection layer.
