PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor with a high capacitance appearance ratio by easily and reliably forming a conductive polymer layer on a surface (including pore insides) of a porous electrode having a fine porous structure of Ta and Nb. SOLUTION: After the porous electrode 1 having a dielectric coating 12 formed is dipped in the solvent of an oxidant and then dried, a precoat layer 13 of polythiophene is formed on the dielectric coating 12 through vapor phase polymerization in vapor of a thiophene monomer. Then the porous electrode 1 after forming the precoat layer is dipped in a solution including a pyrrole monomer and a supporting electrolyte and the conductive polymer layer 14 of polypyrrole is formed through electrolytic polymerization.
