PROBLEM TO BE SOLVED: To reduce a risk of an accident of combustion caused by gas stored in a fuel storage chamber having a high oxygen concentration in addition to improvement of combustion efficiency, in a fuel reforming device mixing bubbles into fuel using gas mainly containing oxygen, storing the fuel containing bubbles in the fuel storage chamber, and subsequently delivering the fuel to a combustion device. SOLUTION: In the fuel reforming device, the fuel is reformed in such a manner that the bubbles of a micron unit or less in diameter are generated and mixed into the fuel using mixing gas mainly containing oxygen by a microbubble generator 20 as a bubble generating means disposed in the middle of a fuel supply passage, and the reformed fuel is temporarily stored in the fuel storage chamber 2 annexed to the microbubble generator 20 and subsequently delivered. The fuel storage chamber 2 is formed with a gas storage section 2b for temporarily storing gas derived from the bubbles at the upper portion of the liquid level of the stored reformed fuel, a flue 15a having an air pump 6 as an oxygen diluting means is connected to the gas storage section 2b, and diluting gas is delivered into the gas storage section 2b.
