PROBLEM TO BE SOLVED: To accurately perform speech recognition in changing noise environment. SOLUTION: A noise recognition device includes: a noise statistic amount calculation means 11 for calculating a statistic amount of noise from a noise data estimated for a plurality of frame of an input signal; a short time change noise component calculation means 12 for calculating a short time change component of noise included in each frame of the input signal, based on the statistic amount of the noise calculated by the noise statistic amount calculation means 11; a sound model adaptive means 13 for adapting a sound model to the noise, by using the statistic amount of the noise calculated by the noise statistic amount calculation means 11; a noise suppression means 14 for suppressing the short time change component of the noise included in the frame, which is calculated by the short time change noise component calculation means 12 with respect to each frame of the input signal; and a speech recognition means 15 for performing speech recognition by using a sound model in which the input signal suppressed by the noise suppression means 14 is adapted to the noise by the sound model adaptive means 13.
