PROBLEM TO BE SOLVED: To provide a control device, an image forming apparatus, and a control program for increasing expandability of a function provided by the image forming apparatus. SOLUTION: The control device includes: a software distribution information table 103 for storing an operating system to start each purpose for which the image forming apparatus 2 is started by associating operating systems to start with software to distribute to the respective operating systems; a start unit 101 for dividing a physical computer into a plurality of logical partitions and starting the operating system associated with a purpose for which the image forming apparatus 2 is started on the respective logical partitions when the image forming apparatus 2 is started; and a distribution unit 102 for distributing to the respective operating systems software associated with the purpose for which the image forming apparatus 2 is started in the software distribution information table 103.
