PROBLEM TO BE SOLVED: To improve the water proof property of pulp paper to process the paper to have high water resistance, low hardening of paper, and flexibility. SOLUTION: Printing 2 is applied onto the front and back paper surfaces 1a, and then a waterproof agent A in which a water repellent agent prepared by diluting reactive silicone with a solvent of isopropyl alcohol and varnish (sheet OP varnish) prepared by solving a synthetic resin and rosin with mineral oil and 2,6-di-tert-butyl-4-cresol are mixed at a ratio of 1:10 is applied thereon. Subsequently the water repellent agent is applied to the outer peripheral end surface of paper, and the whole surface of the paper is coated with the waterproof agent A and the water repellent agent.
