PROBLEM TO BE SOLVED: To provide a method and apparatus for activating biomass carbon having a high specific surface area or a low specific surface area at a low temperature in a short period of time. SOLUTION: The method for activating biomass carbon consists of steps including: a raw material feed step of constant-feeding and dropping biomass carbon powder obtained by pulverization and rapid thermal decomposition after semi-carbonization; a powder dispersion step of dispersing the powder immediately after dropping; and an activation step of bringing the dispersed dropping powder into activation reaction in an activating gas atmosphere by discharge heat-generation at 100-1,800°C with a high-frequency power source, wherein the dropping time is made adjustable by varying the rotation speed of a rotary shaft of a baffle comprising blade-like plates disposed in multiple stages.
