PROBLEM TO BE SOLVED: To precisely grasp internal resistance of a battery by solving problems wherein voltage and current are delayed greatly by capacitor components of a battery in use by a high-speed pulse load as in a portable phone, and hence an error occurs in internal resistance R calculated by the measured voltage and current. SOLUTION: By a measurement method of internal resistance of a battery for measuring current flowing in the battery and voltage applied to the battery to obtain internal resistance of the battery, delay time of current and voltage is obtained by the measured current and voltage, and delay time of current and voltage is corrected based on the obtained delay time to obtain the internal resistance. A measuring device of the internal resistance of a battery obtains internal resistance of the battery by measuring current flowing in the battery and voltage applied to the battery. The measuring device includes: a delay operation part for obtaining delay time of current and voltage by the measured current and voltage; and a delay correction part for obtaining the internal resistance by correcting delay time of current and voltage based on the obtained delay time.
