PROBLEM TO BE SOLVED: To provide a cleaning and filling liquid which is used for a liquid flow passage of a liquid discharge device, etc., and has few side effects, such as bubbles, and detergency higher than heretofore; and to provide a cartridge filled with the cleaning and filling liquid. SOLUTION: The cleaning and filling liquid is used for cleaning the liquid discharge device and a liquid flow passage of an ink cartridge used for the device and includes at least one compound selected from the group consisting of (1) perfluoroalkyl sulfoneimide and its derivatives (provided that the number of carbon atoms of an alkyl group is 1-4) and (5) fluorinated sulfoneimide and its derivatives.
