<p><P>PROBLEM TO BE SOLVED: To provide a technology for encoding and decoding a moving image having image quality equal to that of a decoded image when decoded signals in all layers are encoded in a single layer, in hierarchical encoded data. <P>SOLUTION: A time/space-division filtering unit includes: a time direction filtering section for filtering a moving image signal in a time direction and generating a time low-band signal, a time high-band signal and information representing a motion between image signals; a reduced image generating section which uses the time high-band signal and the time low-band signal to generate a reduced image signal by reducing a moving image signal corresponding to the time high-band signal; and a high-band signal generating section for generating a time high-band/space high-band signal corresponding to a space high-band component with respect to the time high-band signal. The moving image signal is hierarchized by performing the time/space-division filtering on the time low-band signal or the reduced image signal and then, a signal encoding processing unit encodes the time low-band sinal, a reduced and decoded image signal, the time high-band/space high-band signal and the motion information. <P>COPYRIGHT: (C)2011,JPO&INPIT</p> |
