PROBLEM TO BE SOLVED: To enable a verifier to easily confirm that image data are captured in a multiple exposure mode in the case of image data captured in the multiple exposure mode, and also to easily confirm which area in the image is largely affected by multiple exposure in the case that the image is captured in the multiple exposure mode. SOLUTION: An image generating unit 11 generates exposure image data pieces as many as the number of times of exposure by exposing an image element a plurality of times. An image composition unit 12 combines respective exposure image data pieces to generate a single piece of composite image data. A reference image generating unit 13 generates reference image data composed of data pieces for distinguishing a pixel position at which a difference between exposure amounts exceeds a threshold from the other pixel position by detecting a difference between the exposure amounts at the same pixel position in the respective exposure image data pieces. A verification data generating unit 15 generates verification data for determining whether or not alteration has been performed from the composite image data and the reference image data, and an image output unit 16 outputs the verification data as a single file.
