PROBLEM TO BE SOLVED: To provide a sludge treatment apparatus and a sludge treatment method adjusting an amount of addition of a coagulant and the rotation speed of a coagulant agitator by imaging the coagulation state of flock in sludge raw liquid. SOLUTION: The sludge treatment apparatus includes: an imaging part 11 imaging the coagulated flock passing through a sludge raw water feed pipe 33; a conversion part 18 binarizing the image of the coagulated flock imaged by the imaging part 11 and forming a binary image; a calculation part 13 calculating a reference area of the coagulated flock based on the measured area of the coagulated flock that is the area of the coagulated flock displayed on the binary image formed by the conversion part 18 and an initial coagulant adding rate set in advance; a comparing part 14 comparing the measured area of the coagulated flock with the reference area of the coagulated flock; a control part 15 controlling the rotation speeds of a coagulant feed pump 29 and the coagulant agitator 21 according to the comparison result by the comparing part 14; and an output part 16 generating an alarm according to the comparison result by the comparing part 14.
