PROBLEM TO BE SOLVED: To provide a server device that prevents operability and convenience from being reduced even when a frame rate is reduced. SOLUTION: The server device includes: an operation information processing part for receiving operation information from a thin client, and for transmitting the received operation information to an application; a screen information generating part for generating screen information, based on processing of the application by the operation information; an encoding processing part for receiving the generated screen information, to be encoded as a video image; a transmission part for transmitting the encoded screen information to the thin client; and a frame rate changing part for changing the frame rate of the screen information encoded by the encoding processing part.
