PROBLEM TO BE SOLVED: To provide a neutral endopeptidase inhibitor having an excellent neutral endopeptidase activity inhibitory effect, and a hair growth inhibitor. SOLUTION: This neutral endopeptidase inhibitor and hair growth inhibitor include at least one extract selected from the group consisting of the extract of Agrimonia pilosa Ledeb, extract of Teucrium chamaedrys, extract of Medicago sativa, extract of Juglans cinerea and extract of Fagopyrum tataricum (L) Gaertn, as an active ingredient.
