PROBLEM TO BE SOLVED: To provide a water supply block operational system and method capable of efficiently providing information about water leak diagnosis aiming improvement in efficiency rate while controlling the generation of retained water in a water supply control system using especially a water supply block. SOLUTION: The water supply block operational system sets up a time period during which blocking of the water supply block is performed and the time period during which the water supply block is not performed, using process data (minimum flow rate, time, pressure and the like) collected/accumulated by the water supply control system by applying to the operational system of the water supply block of a public waterworks facility, and a calculation unit 25 is provided for performing the water leak diagnosis in the time period during which blocking is performed.
