<P>PROBLEM TO BE SOLVED: To compactly constitute a flip-up handrail incorporating both a spring and a damper. <P>SOLUTION: The flip-up handrail 1A includes a pair of shaft fixtures 20 fixed to a base frame 4; a cylindrical rotating part body 3 turnably mounted to the shaft fixtures 20 through a roller bearing 10 or a slide bearing; a handrail body 2 joined to the rotating part body 3; and the spring 40 and the rotary damper 50 provided in the rotating part body 3. One end of the spring 40 is fixed to one shaft fixture 20, and a rotating shaft 51 of the rotary damper 50 is fixed to the other shaft fixture 20.
