PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having good transfer performance, satisfying and maintaining sufficient cleaning performance and giving a high quality image free from image degradation such as base contamination, a black spot and an image void even in a long-term use, and to provide an image forming apparatus using the photoreceptor. SOLUTION: The electrophotographic photoreceptor having a photosensitive layer formed on a conductive support is characterized in that: the surface of the photoreceptor has a plurality of regions subjected to a roughening treatment, also, the roughened region is not concave as a whole; and the ten-point average roughness R1 of the roughened region and the ten-point average roughness R0 in a region not subjected to the roughening treatment satisfy the relationship of R0+0.3
