The panel comprises a buoyant flammable material portion and a non-flammable material portion encapsulating said buoyant flammable material portion such that, when the panel is assembled for formation of the cover, said non-flammable material portion extends laterally between adjacent panels in a plane of the cover for providing a firewall between the adjacent panels.
